He was first elected in 1975 to the City Council of the City of Sunnyvale. After serving for 16½ years, including two terms as Mayor, he was elected in 1994 to serve as County Assessor for the County of Santa Clara, California for a four-year term representing not only the Capital of Silicon Valley, but also the seventeenth largest county in the United States, encompassing more than 1,300 square miles (3,400 km2) and 1.8 million people!
