Steven Kull is a political psychologist and is director of the University of Maryland's Program for Public Consultation. For two decades, he has conducted in-depth studies of public opinion on public policy issues, in the United States and around the world. He has worked extensively with Congress, the State Department and the United Nations to develop surveys that help policymakers gain greater insight into the public values and beliefs on policy issues.
