The government acquisition process is usually separated into four steps: pre-solicitation, solicitation and evaluation, award, and contract administration. The pre-solicitation stage lays the foundation for soliciting proposals and awarding the contract. Now, who makes the determination of who wins, or even to buy a product or service for the government in the first place?
